In the event that the passwords information is lost, you should record all information in a separate text file somewhere else on your hard drive, or written down. You can easily copy and paste if you need to do so. If you are concerned about someone else looking at that file, you can compress it using a password.
Type about:profiles<enter> in the address bar. How many profiles are listed? How many should be there?
Look on your desktop. Do you see a folder called; Old Firefox?

'Imported from backup' What do you mean by this?
old profile folder , compressed and moved before reinstall windows
I think the password files were contaminated. Without a 'clean' copy, the information is lost.
As to sync, it is not intended as a backup service. Any change made on any device is sent thru the sync to all other devices.
All I can tell you is to use the 'Forgot Password' link on your websites.
These can't get your data back, but will help in the future.
These add-ons can be a great help by backing up and restoring Firefox
https://addons.mozilla.org/en-US/firefox/addon/febe/ FEBE (Firefox Environment Backup Extension)
FEBE allows you to quickly and easily backup your Firefox extensions, history, passwords, and more. In fact, it goes beyond just backing up -- It will actually rebuild your saved files individually into installable .xpi files. It will also make backups of files that you choose.

You can check if you can locate an older copy of logins.json and key3.db as part of a Windows System Restore point.
thx i have FEBE backup , try to restore it for cookies and other stuff worked fine .. but user and password failed so i create new third profile and try to restore the febe backup .. it worked something is wrong in the default profile

As I suggested, the files were contaminated. Copy the 'good' password files from the new profile to the old, overwriting the old files. That should fix things.
the file work fine when i create new profile and import it but the default profile not accepting the password no matter what i do .. copy key and login file from "working" new third profile to the default profile not working , using febe to restore the user and pass not working also
The only thing left is to use the working profile. You can copy files you need from the old.
Did you try to disable all extensions or use Firefox in Safe Mode to see if that makes the password files work?
i try this , didnt work , i try to delete the key , login files and copy working file from working profile or use febe to restore user and pass didnt work too , sync work fine to restore everything else .. not the password
