OpenH264 codec NOT installing Firefox 46 OS X 10.1.14

Running mainline FF 46.0.1 & have been leaving H264 codec disabled as a number of articles referenced it in relationship to other instability issues I have had. I just tried to enable it for a webinar & got the error message:

Under Add Ons - Plugins, it shows "OpenH264 video codec.... will be installed shortly"

Well, it NEVER installs.

I tried toggling "media.peerconnection.video.h264_enabled" and restarted Firefox as suggested elsewhere as a fix. Still no luck. Hit various pages with similar suggestions. I notice references here & there to an openH264 1.6.0 but no leads to a download.

Along the way I noticed that the gmp-gmpopenh264 folder didn't exist in the FF profile I was using, so I copied it in from another one but still nothing...

Any ideas for a fix?

I'm not sure if the codec is available for Mac.

Did you modify the first pref in the above screenshot yourself to enable this codec as it shows user set (bold)?

If a pref is false by default then this feature might not be supported by your hardware or operating system (platform).

Oh, it absolutely is and has been on the mac for ages, don't know why you thought otherwise! I just had it turned off but realized I needed it for a webinar today. I tried all mods. Please Google the issue, it has turned up going back to FF 33, I think. Thanks for trying to help.
