Bank of America pay bills screen

I can login to B of A and do everything except reach the make payment page on my PC desktop. I've cleared cache and cookies per B of A instructions but it doesn't help. I can get there on my iPad's Firefox, however. They said to contact you.

I have the same problem too only with TD Bank. I can log in with no problems but as soon as I try to use billpay I get the following: "Why can't I access Bill Pay?

I have disabled all add-ons and enhanced tracking, cleared cache & cookies, tried safe mode and troubleshooting mode with no results.

Questions that will greatly accelerate us figuring out the problem:
Could you try checking the values of these prefs in about:config network.cookie.cookieBehavior.optInPartitioning network.cookie.CHIPS.enabled
if any of them is set to true, most likely CHIPS one, can you change them to false, refresh the page and report back if that fixes the issue?
Additionally, which trackers are listed as blocked under shield panel?

Thank you. Could you also please tell us what is the value of network.cookie.cookieBehavior pref in about:config and have you used any other browser to access this specific billpay part of the website successfully?
Value =4 The page works well in Chrome
After checking, it changed to 5 and I can't get it to go back - If I put in 4, it reverts to 5
And now the page is good
