Thunderbird 38.3.0 updates
The 38.3.0 update fails on my Acer Aspire laptop. Until very recently the laptop was a Windows 7 64 bit machine and has run Thunderbird ever since I bought it in 2012 and always updated it without issue. I recently upgraded the laptop to Windows 10 with Thunderbird 38.2.0 installed. I have tried the various workarounds on the support page to no avail and the update has failed multiple times.
I have a newly bought HP Notebook laptop which had Windows 8.1. I installed Thunderbird 38.2.0 and subsequently upgraded the laptop to Windows 10. On that laptop the 38.3.0 update installed under Windows 10 with no problem at all.

That does appear to have solved the issue. Help|About now indicates the current version as 38.3.0. After running the installer and restarting Thunderbird I was still asked to allow a Thunderbird update to 38.3.0 after closing and then restarting Thunderbird. Entering NO did not prevent the question being asked at restart so I entered YES, the update failed (obviously as the installer had done it already) indicating that a partial update was unsuccessful and that the server would be contacted for a full update. That window hung forever with some apparent disk activity which after 15 minutes or so I perceived to be nothing useful and then closed. Restarting Thunderbird since then I do appear to be running version 38.3.0 normally so I guess the problem is solved although I do wonder what will happen the next time an update is due !!!

You can download the full installer from https://www.mozilla.org/en-US/thunderbird/all/ and run it.
