How do I get a word documewnt in Downloads under "Tools" to open? I can't find the original document.

you can open it by renaming the downloaded file.

open downloads -> open containing folder

for example your file name is "first" so rename it to "first.doc" or "first.docx" depending on the Microsoft office version

I tried this and it was already checked. I unchecked it, selected ok, closed the browser, re opened browser but the document still won't open.

you are trying somrthing else, kindly try this please: you can open it by renaming the downloaded file.

The Downloads folder in the Downloads Manager only shows a list of files that you have downloaded, but this doesn't mean that the file is still stored on the hard drive.

If "Open" and "Open Containing Folder" in the right-click context menu in the Download Manager window are grayed then that means that the file is no longer in the original download location and they may have been removed by Anti-virus or cleanup software or otherwise.
