I've been using Thunderbird for a long time. It just auto updated to 78.4.0. I have 3 email accounts. Two of them show a "sent" folder, but the 3rd one does not. I tried to make a "sent" folder for the 3rd one, and it says that it already exists.

Is this an IMAP account? If so, is the Sent folder subscribed (right-click the account, Subscribe...)?

It is not an IMAP account.

Here is one more thing: when I try to send email from this account, I get the message:

Your message has been sent and saved, but there was an error running message filters on it.

All my message filters are turned off, and I thought they only applied to incoming email.

Do any of your filters have 'After Sending' checked in the filter definition? There is a discussion here, but it doesn't seem to point to a cause:

That account had one disabled filter. I just deleted it, and now I'm not getting the filter message when I send something.

I made a new folder called Outgoing, and used Settings / Copies and Folders to replace the default "Sent" folder. This works, going forward: from now on copies of things I send from this account do go into the new Outgoing folder.

However, all the email I sent from this account before today is apparently lost.

You could look in the profile folder for a Sent mbox file (no extension) in case it's hidden in TB. Help/Troubleshooting, Profile Folder, Open Folder, open the subfolder of Mail named for the POP server.
