How do you move a folder?

I'm trying to regroup my folders but, every time they become a sub folder of the one I'm trying to move in between.

EX: I want to move folder AAAA below folder XXXX, folder AAAA becomes a sub folder of XXXX.

There seems to be no option to move folders?
