Since you seem to be on Linux you should find the locale in the repository under

thunderbird-locale-rm
Romansh language pack for Thunderbird

But this doesn't really answer your question: You are right, the full installer is there, but I don't find a downloadable language pack for Thunderbird either (unlike for Firefox).

Thank you, sfhowes! I just wonder why Mozilla hides the languages pack in this directory instead of listing it here: https://addons.mozilla.org/en-US/thunderbird/language-tools/

There are only 8 languages with downloadable language packs...
