When using find on page (ctrl+F on Windows) there is a message saying a number of total number of matches. What does the first number mean? I'm interested more in the case when that number is smaller than the total.

I think that you mean the text that says "x of y matches", to the right of the box where you entered the search term.
The first number ("x" in my example above) points to the current highlighted entry on the page that matches the search term. If you use the up and down arrows to navigate the instances of that search term on the page, you will see that number go up and down.
