Firefox for Android does not have a pop up blocker. If you wish to install one, I recommend having a look for an add-on that may help. You can read more about how to do this here.

Are you sure the problem is that the browser is allowing popups instead of the browser blocking popups? Maybe your bank is using a popup to launch a related site and that action is getting blocked?
The standard popup blocker allows new windows/new tabs when you trigger the event, for example, by clicking, but uninvited popups usually would be blocked. You can turn off the standard pop-up blocker using the about:config preferences editor:
(1) Open a new tab to about:config (type about:config in the Awesomebar and tap the go arrow or tap Enter).
You may want to bookmark this for easier future access.
(2) In the search box, type open and pause while Firefox filters the list
(3) Scroll down to dom.disable_open_during_load and tap the preference. A "button" labeled Toggle should appear just to its lower right. Tap that to switch it from true to false.
Does that affect how the bank site works?
If you notice a lot of intrusive popups in your general browsing, then obviously you will want to switch that setting back.
I'm using Android Lollipop version. The google search app keeps popping up when I am on other sites like FB, Yahoo, etc. preventing me from reading articles.

I wonder what triggers that. I find it hard to believe the website itself is doing anything. Can you associate it with any actions such as scrolling or selecting text? Muttering "Hello, Google" under your breath?
There are some devices where the home button has a dual action of calling up search on a long press, so keep an eye out for that.
It must be my Moto G 2nd Gen which I find quirky in many respects. Yes a touch to scroll the text I am reading triggers the google search. My wife was so disgusted with her Moto G 1st gen she discarded it and bought a new one.
