I Get This Message, firefox.exe application error, unable to start correctly (Oxc0000022) How can I fix it?

This is when I start firefox (double click) ,either from the icon on the screen, or in the pin bar. Now, if I go to the icon on the screen, right click, and select run as administrator, Firefox will open. Why?
