Within W10, Thunderbird address book, Ctrl+left drag/drop to move addresses between lists does not work. Advice please.

On my PC using W10 and thunderbird email, I want to move email names and addresses etc from Personal Address Book to a subsidiary address book. I have tried, and failed, by depressing Ctrl and left button to achieve drag and drop. Please advise.

Do you mean a Mailing List, i.e. something that looks like a subfolder inside the Personal Address Book?

A Mailing List is a subgrouping of related contacts and is not an independent address book. It can only store contacts which are in its parent address book.

If you want a separate "list", distinct from your Personal Address Book, try a new address book.

In the Address Book, File|New|Address Book…

A Mailing List is a subgrouping of related contacts and is not an independent address book. It can only store contacts which are in its parent address book.
