What makes you think that the cache is not being cleared completely?

It's worth pointing out that the cache size counter in the Firefox settings doesn't always go down to zero. This is because there are certain web requests that Firefox will make a cache on it's own for functions like update checking, extension update checking, new tab content, etc.

This is what I have:

Cookies and Site Data 

Your stored cookies, site data, and cache are currently using 28.4 MB

I have always able to clear everything so that there's nothing left. Now I can't clear this 28.4 MB and I've tried 1.Restarting. I clicked CLEAR several times. It cleared for about 5 seconds than came back. 2. Updating Firefox. 3. Read online to go and try the ICON CACHE but the directions were off.

This is the first time this ever happened.

I hope you can help me. Thanks really appreciate it.

How are you clearing your cache and data?

If you use "History --> Clear recent History" make sure that in the pop-up, you select "Everything" as the choice in the "Time Range to clear" dropdown, and that you have ticked all the applicable choices. (see attachment)
