Currently when I click a point in the scroll bar, the page scrolls in that direction, but does not scroll to the actual point I clicked. Is there any way to make it do that?

Hold down the left mouse button until the page is where you want it.

I was thinking more along the lines of a setting to change, if possible?

No. No setting.

You can middle-click the scroll bar to go to that position if you set this pref to true on the about:config page (default on Linux).

  • middlemouse.scrollbarPosition = true

You can open the about:config page via the location/address bar. You can accept the warning and click "I'll be careful" to continue.
