I use OBS to stream, which means I need a browser to view the live chat. I sometimes use XSplit Gamecaster, which allows me to view the live chat in-game, but with OBS I can customise the stream so that my viewers can see the time in my area and the live chat in the stream itself. Yet, once I start streaming, I need to use the task manager a little bit to increase performance, but then THIS Browser desn't respond AT ALL. And this BOMBED my streams 3 TIMES IN A ROW! Like, WAT THE £@%# are you doing?!?!?!?!

Just out of curiosity, has it worked before? From my personal experience with OBS, it does take up a lot of CPU, since it's basically a link from your connection to the Stream Hosts' server. Depending on your computer build, it may not be suitable for streaming. But like I said, without the first question being answer, then I can't make this assumption.
