When I click to save a new bookmark it immediately says Saved to Library and does not give me the chance to save it to an existing bookmarks folder. Previously I was allowed to choose a folder for the bookmark.

The "Edit This Bookmark" dialog that open if you click the highlighted star has a checkbox to "Show editor when saving" (shortcut key in the dialog is Alt+S). This item is right about the bottom bar with "Remove Bookmark" and "Done".

Yes, the second time does work but is the bookmark not saved to two different places then? The problem has only come with Firefox 64.0.2

That seems to have done the trick. The window for allocating a folder seems to be very short duration.
