The very helpful scissors tool has gone from the three-dot menu and I can't find it anywhere. Is it a bug or has this feature been removed?

You can check this pref on the about:config page and make sure it is false.

  • extensions.screenshots.disabled = false

You can open the about:config page via the location/address bar. You can click the button to "Accept the Risk and Continue".
