I have turned anti-virus off, checked account settings and checked provider's access limit. I can receive emails in webmail, but not Thunderbird. I don't get any error message in Thunderbird, emails just won't come through.

Check the Firewall

Exit Thunderbird Access Firewall - this might be the default installed with OS or it might be controlled by Anti-Virus. You need to make sure the Thunderbird program is set up as an allowed program otherwise the Firewall may block all access.

Please confirm the Firewall does have Thunderbird program set up as an allowed program.

I use Norton 360 AV which also controls my Firewall, so I've added an image below to offer an example of how I set up thunderbird.exe file as allowed.
