When I open a second tab I only see the second tab, not the first window I opened. So when I go to close a window, I am asked if I want to continue to close 4 tabs even though I only have 3 actual tabs showing. I need to be able to see that first tab also!!!

Try to open a new window and see if the tab bar works better in that window.
If that is the case then close the not working window and close and restart Firefox to check if it still works.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
