OK in tools, I went to options. In options, in the advance tab, in the encryption tab, I clicked on the security devices. In this you can click on a security device and log in, log out, change password, load, unload, enable FIPS. I accidentally hit enable FIPS, It asked me for my master password and I entered it.

Close and re-open Firefox, then go back to the Security Devices box - you should be able to click Disable FIPS.
