I want new windows to open full sized when opened from full screen mode

I've noticed that opening a new window (normal or private mode) via Ctrl+N / Ctrl+Shift+P opens a small window rather than a full size window if I'm currently in full screen mode, whether I'm in full screen from pressing F11 or from opening a full screen video. Normally, the new windows I launch take up the entire screen space as expected when not launched from full screen mode or when starting the browser. This is really annoying to me and I can't find any configuration option that disables this.

The behavior I want is that I always get the same full sized window whether they're launched from full screen mode or not. The new window should default to a normal window and not another full screen one (this part is true with current Firefox behavior at least). I know this isn't being caused by a setting or extension because I've seen this behavior on a fresh install of Firefox with all default settings and no extensions.

Setting "full-screen-api.ignore-widgets"to true in about:config does cause it to stop happening, but this isn't an acceptable workaround for me since it causes the taskbar to always be shown.
