I visited a Russian web page, but Cyrillic characters there were substituted by alternate characters. I attempted to change encoding but could not find an appropriate tool.

You only find "Character Encoding" is the Web Developer menu if you hide the Menu bar and have the Firefox menu button.
Can you post a link to this page if it's publicly accessible (i.e. no authentication or signing on required)?
