my Firefox recently (auto) downloaded a new update v3.6.12, [help>Apply Download update now>Update ready to install: Update v3.6.12], but when i clicked "Restart Firefox", it'll reload and still show the same update ready to install. I already tried disabling all extensions before updating to no avail. Then tried to open firefox w/admin priviledges and says v3.6.13 is available, downloaded it and restarted. But now [Help>About..] is showing v3.6.13 but [Help>Apply Download Update Now] is still showing v3.6.12 ready to install. NB: also tried uninstalling (kept personal data) and downloading new v3.6.13 to reinstall but still to the same result. Any suggestions why it's still showing a v3.6.12 update on a v3.6.13?

Try to download Firefox 3.6.13 from http://www.mozilla.com/firefox/ and install it. It will clean up the old installation.
