I have lost my menu bar no arrow or drop down menu, only blue header with min/max button, please help!

I have Norton Safe Search and I have lost my menu bar - no more book marks, drop down arrows or back arrows. Only min/max options. Only have the google search box - nothing else. the norton box is the only thing that shows in my toolbar. please help!
