Preferences won't save after restarting Windows 7 and a fresh install

Having an issue with FireFox not saving any preferences after restarting Windows. This is a fresh install of FireFox.

Conditions: -Freshly installed FireFox -Set homepage, file for default location of downloads, and other small preferences -Preferences will stick even after closing the program completely -Restart Windows 7, everything resets completely and FireFox starts as if I just installed it (although it doesn't ask if I want to set it as my default browser).

What I've done to try to remedy this: -Every step found here: https://support.mozilla.org/en-US/kb/how-to-fix-preferences-wont-save -I've tried deleting the prefs.js -There is no user.js -There are no add-ons or extensions installed -There is no Active SecureSurf (or whatever it's called) -Security suite is Charter Security Suite (I have this suite installed on my other HP laptop which has Windows 10 and this issue is not experienced) -There are no other browser bars of any sort (I try to keep my computer and browsing as clean as possible) -I've tried going to about:config and manually changing settings and those don' stick

This computer is: -Windows 7 Home Premium Service Pack 1

I'm at a complete loss I am unsure how to get this corrected. It's a nuisance and there are plenty of settings I would like to have saved.

Assistance and fresh ideas would be appreciated rather than referring me to articles that's I've already extensively looked into. I've got hours into this with no yield.

There is software like Advanced SystemCare with its Surfing Protection feature that can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Boot the computer in Windows Safe Mode with network support (press F8 on the boot screen or hold down the Shift key) to see if that has effect.

However, the Advanced SystemCare is what I was thinking of when I mentioned not having Active SecureSurf.

This Windows 7 is as about as clean as possible. It's a work computer and I removed a lot of unnecessary toolbars and other clutter.

As for booting into Safe-Mode, what am I looking for or what steps am I to take to look for something? Forgive me for seeming to be a bit of a dunce.

The issue I'm running into is the setting reset only after a reboot. If I leave the laptop on, shut down FireFox and restart FireFox, the settings have been sticking.

Hello again. I believe you are certainly on to something as, in safe mode, I do not get the new start page. Just the search page.

Also, I am noticing that my passwords are being saved. When I went to Gmail, it took me to my account as if it did not forget my password from the last use.

If it helps, I've attached a screenshot of the processes running on the computer. I've got it as cleaned us as possible.

I could not locate any services like Advanced SystemCare.
