Downloading is something other add-ons and programs may interfere with.
- see unable to download or save files for troubleshooting info and tips.
The final suggestion in that is to try general troubleshooting which includes disabling other add-ons and plugins
I disabled all add-ons and plugins to no resolve I restarted firefox afterward as well.
Check a setting: Firefox button > Options > Options (or Tools > Options) > Privacy, check "Remember download history"
I you want to keep download history, do not clear in when using Clear Recent History or when automatically clearing history when Firefox closes
- See --> https://support.mozilla.org/en-US/kb/Clear%20Recent%20History
- If you use a cleaner application, like CCleaner, check your settings (CCleaner has an option to clear Download History).

Ok so you tried safe mode and disabling plugins, what about the other suggestions in the article; then the suggestions in the linked article.
Have you searched for the downloads, do you know whether they are not downloading; or whether you just do not see them in the download folder.
